Each team will pay a fee of $90 plus a per player fee based on the entry deadlines described below. Deadlines are firm and final.

COMPETITION
General Rules:
The American Family Insurance Badger State Games Indoor Soccer tournament will consist of U12, U14, U16 and U18 divisions for girls only along with a Women's open division.

Maximum roster size is 16 players.

WISCONSIN RESIDENTS ONLY.


Format:
5 field players and a goalkeeper
40 minute games (2x18 minute halves plus a 4 minute half-time)

Kick-off is by the visiting team in the first half, home team in the second half. It is a direct free kick.

Round robin pool-play with standings that will be determined by the following point structure:

6 points for a win
3 points for a tie
0 points for a loss
1 point for each goal, up to a maximum of 3 points.
1 point for a shutout victory

A forfeit win is recorded as 3-0, giving that team the maximum number of points (10) for that game.

The clock will not stop for any reasons other than a severe injury or at the official discretion.

Tiebreakers:
Head to head
Goal differential (goals for minus goals against)
Fewest goals allowed
Most goals scored
Coin toss
Substitutions:
Substitutions can occur on the "fly" so long as neither the substitute nor the player coming off the field can be involved in active play during the substitution or seeking to gain an attacking advantage by the substitution. A bleeding/injured player must be substituted for immediately. The player may not re-enter until getting the ok from either the game official or the Tournament Director.


Out-of-bounds:
Perimeter (netting) or ceiling ball is put back into play with a direct free kick from the spot where the ball makes contact with the ceiling or netting. If the ball hits the ceiling inside the red line the attacking team must play the ball from the red line within 4 feet of the wall. Balls that hit the netting behind the goal will restart play with either a goal kick or a corner kick depending on which team touched the ball last.


Goal kick:
Play ends when the goalkeeper obtains possession of the ball in their hands inside the penalty area. Once the goalkeeper gives up hand control by placing the ball on the ground or distributing the ball in the air, the ball is in play. The ball must touch a player, the wall or the official before it crosses the midline. Two line rule.


Free kicks:
All kicks are direct kicks with no exception. A minor foul (indirect outdoors) that occurs in the penalty area will result in a direct free kick taken from the top of the restraining arc. Opposing teams must yield 12 feet (4 yards). Teams have 5 seconds to get the ball in play from the time the referee prompts for the kick.


Fouls & misconduct:
A foul outdoors is a foul indoors. Slide tackling on any player is not permitted. The offsides rule does not apply indoors. Denying a goal scoring opportunity is not a mandatory red card but can be deemed so by the referee. At no time is a player who has fallen on the ground allowed to play the ball while still on the ground.


Three line pass:
The ball can not be kicked over all three lines toward the attacking goal without touching the wall, any player or the referee. If this occurs a restart will occur with a direct free kick from the red line within 4 feet of the wall.


Goalkeeper restrictions:
After a save, the keeper may take as many steps as she would like before releasing the ball, but must do so within 5 seconds, and must keep on foot inside the box. Punting is not allowed. The goalkeeper may not handle the ball with her hands from a pass back from the foot of her team mate. The goalkeeper must have one foot inside the box to use their hands. Goalies are allowed to dribble a ball played by the opposing team into the box and pick it up.


Goal Differential:
If a team is down by 5 points or more they may put on another field player. The extra player must be on the team's roster. A team must take one of their players off the field when they are up by 10 points or more on their opponents.


Time Penalties:
Blue Card (2 minute penalty, team will play one member down, no substitution)
-Pushing
-Delay of Game
-Swearing

Yellow Card (3 minute penalty, team will play one member down, substitution)
-Slide Tackling
-Tripping an Opponent
-Kicking an Opponent
-Checking an Opponent into the boards

Red Card (5 minute penalty, team will play one member down, ejection)
-Intentionally Tripping, Kicking or checking an opponent
-Spitting at opponent
-Intentional foul to prevent a goal


Equipment:
  • Only indoor soccer shoes may be worn on the YMCA Indoor Soccer Field, NO CLEATS!
  • Shin guards are mandatory and must be completely covered by socks
  • Dangerous jewelry is not permitted (referee's decision is final).
  • Hard casts are not permitted
  • Jerseys do not need to have numbers
  • Home team will wear alternate jersey in case of color conflict


Awards:
All participants will receive an official American Family Insurance Badger State Games T-Shirt. Medals will be given to the 1st, 2nd and 3rd place teams at each age division.
